Overview

Background

In March 2013 Southwark Council consulted residents, businesses & stakeholders in relation to Bellenden Road area traffic management and road safety proposals. Although feedback from the consultation indicated there is generally support for the proposals, certain features fundamental to a successful delivery of the overall scheme did not have majority support.  Given the lack of a clear consensus on these issues it was recommended by the then Cabinet Member for Environment, Transport and Recycling that officers engage further with local community to ensure any proposals developed meets residents' aspirations and therefore will be better supported locally. 

Summary of results from previous consultation

Interventions that received overall support are:

  • General support for two-way operation (58%).
  • Raised junction tables (79%).
  • Footways widening on Holly Grove and Bellenden Road (72%).
  • General support for two-way working on Highshore Road west of Bellenden Road (58%).

Intervention that did not receive majority support is:

  • Two-way traffic on Bellenden Road between Holly Grove and Highshore Road (52% against).

How have stakeholders been engaged?

  • September 2014 – the council held a drop in session for local residents to identify opportunities for improvements and the concerns they had in relation to the 2013 proposals.
  • March 2015 – a walkabout was carried out with representatives from local stakeholder groups to gather their views on the issues affecting pedestrian and cyclists and comment on the emerging design. 

What are now the scheme’s objectives?

  • Promote Bellenden Road as the quieter route for cycling and walking in line with the Council’s adopted cycling strategy (Southwark Spine).
  • Improve conditions for walking and access to green spaces.
  • Improve safety at junctions for all road users.

Why can’t the one-way gyratory be retained?

  • The current gyratory system poses major barriers not only to cyclists, but also to pedestrians.
  • The Council wants to promote Bellenden Road as a quieter route conducive for two-way cycling.  In order to achieve this and maintain local access, the existing one-way system cannot be retained.
  • There are also safety concerns at some junctions if the one-way system is retained with contra-flow cycling.  By converting to two-way, it will reduce the chance of any confusion that road users not expecting cyclists in the contra-flow direction.

What happens next

The proposals are planned to be discussed at the Peckham and Nunhead Community Council at its meeting on 6 February 2016.  Following this a formal decision on the scheme will be taken by the Cabinet Member for Environment and Public Realm by the end of March 2016.
